This week the President’s Advisory Council on Faith-based and Neighborhood Partnerships delivered its recommendations to the federal government—164 pages of them. While the council’s role is purely advisory, Adelle Banks quotes Health and Human Services secretary Kathleen Sebelius as promising the recommendations “won’t just be a document on a shelf” but will form an “active action plan” for HHS.
